This paper attempts to explain the ‘Sokeug’ (Passive) administration as the dominant strategy of Korean public officials over the ‘Jugkeug’ (Active) administration in enacting the context of public serving. Based on the rational choice-centered institutionalism and the concept of enactment, a prisoner's dilemma game is framed for research model, and then the strategic utility perception of superior and subordinate officials is demonstrated. First, this paper presents a logical game framework for public servants on the strategic dominance of passive administration. Second, this paper estimates the utility values of the game from the results of three surveys. Third, this paper argues that Korean public officials with bounded rationality enact passive administration as a strategic advantage under the public service context which is combined a bureaucratic system characterized by the rule of law and limited discretion with an organization culture characterized by hierarchical and competitive group orientation. Finally, this study offers theoretical implications for linking institutional with cultural studies, as well as practical suggestions for changing the public service context and promoting active administration.

This paper introduced the water governance model of sustainable estuary management based on OECD multi-level governance framework and network governance theory, and then analysed key co-ordination gaps of the restoration project around NRE(Nakdong River Estuary). Main analytical results are as follows. Firstly, multi-level different related actors at national and regional level were accountable for the sustainable river estuary, and participated many ways in viewpoint of accountability gap. Secondly, the committee of NRE restoration based on over 60 environmental NGOs since July 2012 has served as the leader of the network and coordinator for local residents, local governments, and central governments. It was necessary to network different rationales for overcoming objective gaps of multi-level NRE restoration governance. Thirdly, it was necessary to network geographical areas for overcoming administrative gaps of multi-level NRE restoration governance. Fourthly, communication and collaboration were successful for overcoming information gap for the help of the liaison of Nakdong River Estuary Integrated Operation Center. Fifthly, environmental NGOs as policy entrepreneurs have worked for overcoming capacity gap connecting government to civil society enhancing the level of scientific knowledge. Sixthly, monitoring cost, compensation cost for farmers, and drinking water intake site transference cost etc. were incrementally overcome in viewpoint of funding gap. Seventhly, the 20th National Assembly had tried to fail in legislating Estuarine Restoration Act because of sectionalism in viewpoint of policy gap. So I suggest that building good multi-level estuarine governance could enhance the socio-institutional capacity of coordination and the level of participation of all relevant stakeholders overcoming key co-ordination gaps.

This study analyzes the relationship between the socio-economic impact of the influx of foreign migrants and public perception on the prohibition of discrimination against foreign migrants, and the moderating effect of the government’s migrant support policy in this relationship. As a result of the analysis, the contribution to national development through the inflow of excellent human resources, the deterioration in employment of low-income Koreans, the increase in the government’s burden of public support expenditure, the government’s management of the appropriate number of migrants based on future economic and social needs, and the budget support for raising children in multicultural families are found to have positive effects on the national perception of the prohibition of discrimination against immigrants. On the other hand, the threat of Korea’s unique culture is found to have a negative effect on the public’s perception of the prohibition of discrimination against foreign immigrants. Based on these, policy directions are suggested as follows. First, a variety of approaches are needed to prevent discrimination against immigrants. Second, the contribution to national development through the inflow of excellent human resources is very important. Third, it is necessary to establish an organization dedicated to immigration policy that will oversee immigration policies.

Amidst a surge in societal crises, the demand for comprehensive citizen-focused disaster safety education has risen. This study thoroughly examines stakeholders, targets, contents, and methodologies in a structured framework. Analyzing global cases, including Seoul, reveals trends favoring experiential learning via virtual reality and real-world exposure, integrated with disaster info services and social media. Conclusively, three pillars emerge: lifelong systematic safety education, participatory field-response training, and community-centered resilience building. This study offers an adaptable governance framework for local governments, especially pertinent to Seoul’s context.

This study analyzed the degree of balanced development of municipalities across the country focusing on population, economy, and industrial indicators in 2007, 2012, 2017, and 2020, and estimated the effectiveness of the balanced regional development policy promoted by the government. As a result of the analysis, it was found that the population gap in local municipalities of South Korea is slightly increasing. The deviation of the GRDP increased in 2012 and 2017, but decreased in 2020. The deviation of the GRDP per capita increased in 2012, but showed a decreasing trend in 2017 and 2020. The deviation between the total number of businesses and employees decreased in 2017, but appeared to increase again in 2020. Through these results, it can be assessed that the balanced regional development policy implemented so far has not had an impact on the population outflow of local and county areas, but has made a meaningful contribution to the economic productivity of local municipalities and the development of local industries across the country. However, looking at deviation values for economic and industrial indicators, the trend of concentration in Seoul, Gyeonggi-do, and Ulsan is becoming stronger, and the remaining municipalities are relatively decreasing, so the economic and industrial policies to resolve regional imbalances should also be continued.

The purpose of this study is to comprehend discretion, a crucial characteristic of front-line bureaucrats, by focusing on childcare teachers, who can be considered street-level bureaucrats in Korea. The research aims to investigate three main aspects: 1) the influence of accountability on task performance, 2) the moderating role of discretion, and 3) the variations in causal relationships and moderating effects between public and private childcare teachers. Upon analyzing survey data collected from childcare teachers, it was observed that accountability significantly affects performance. Childcare teachers appear to enhance their performance when they responsibly undertake hierarchical, professional, and legal accountabilities. However, demands for political responsibilities seem to have a negative impact on performance. The discretion granted to childcare teachers appears to impede the role of discretion in the performance of hierarchical accountability by diminishing the positive contribution of hierarchical accountability. Simultaneously, discretion seems to mitigate the negative effects of political accountability, resulting in a buffering effect. In the context of national and public childcare teachers, the accountability influencing job performance include hierarchical, legal, and political accountabilities. On the other hand, for private childcare teachers, only hierarchical and professional accountabilities seem to have a significant impact.

Job satisfaction is one of the most extensively analyzed variables in the field of organization theory. Nevertheless, researchers seem to have conflicting opinions on whether the relationship between job satisfaction and performance actually exists. In addition, most of the studies on this subject have focused on the relationship between job satisfaction and individual performance. On the other hand, it has been relatively rare to test the influence of job satisfaction on organizational performance. Accordingly, this study aims to resolve the above-mentioned debate on the causality, and to fill the gap in the research subject. It examines models of organizational effectiveness that particularly account for job satisfaction and the moderating roles of policy functions. This empirical research adopted quantitative data from survey questions administered in city hall and nine district governments in Seoul, Korea. The findings suggest that job satisfaction has a positive association with organizational effectiveness. Furthermore, policy functions can substitute or strengthen the positive effects of job satisfaction. That is, the regulatory, distributive, and staff functions substitute (or nullify) the positive effect of job satisfaction on organizational effectiveness, whereas the redistributive function strengthens such an effect. This study concludes with a discussion on the implications of the results for practitioners.

The purpose of this study is to understand whether it is possible for social capital to be artificially formed by local governments. For this purpose, I analyzed public-private cooperative governance projects through cooperation between local governments and civil society organizations. Cheongju City and the Cheongju-Chungbuk Environmental Movement Federation first launched the ‘Green Village Building Project’ in 2010. The project, which started in 2010, has been ongoing for 14 years as of 2023. It was confirmed that the promotion of a public-private cooperative governance type project with administrative and financial support from the local government positively contributed to the formation of social capital among community members. And the residents participating in the project confirmed that their trust in local government increased and their positive perception of policy implementation was strengthened. In conclusion, this study confirmed that local governments can intentionally form and strengthen social capital through cooperation with civil society organizations.

This study analyzed the factors influencing public service motivation of firefighters in Gwangju Metropolitan City. As a result of this analysis, first, the motivation for public service of firefighters in the city is influenced by the historico-cultural background. Second, the modeling of parents and friends as a family socialization factor has an important impact on public interest and compassion. Third, professional identity and open attitude as organizational factors have a significant influence on the public service motivation. Fourth, as a cultural factor, the power distance was not relevant to the public service motivation, and indulgence was meaningful in Gwangju Metropolitan City. Therefore, the organizational managers of Gwangju City need to develop the strategies to enhance public service motivation of the firefighters by considering even the historical and cultural environments as well as the organizational environments where they belong.

This study empirically elucidates the moderating effect of perceived organizational justice on the relationship between job stress and organizational commitment among public servants, aiming to derive theoretical and managerial implications for alleviating job stress and enhancing organizational effectiveness. The results indicate that job stress significantly exerts a negative influence on organizational commitment, and the perception of organizational justice can act as a mitigating mechanism. Distributive justice manifests a significant moderating effect for the overall group of public servants and non-managerial ranks, while interactional justice exhibits a significant moderating effect for managerial ranks. The findings underscore the importance of securing organizational justice as a moderating variable positively influencing the alleviation of job stress and organizational performance among public servants, with implications for the necessity of differentiated management strategies based on public servants’ rank. Overall, this research contributes to the understanding of organizational dynamics in the context of public administration and provides insights for practitioners seeking to improve job stress management and organizational effectiveness within public service settings.
